Accessibility Statement

1. Undertaking of accessibility

Hubruxelles undertakes to make its website accessible in accordance with the Belgian law of 19 July 2018 transposing European Directive 2016/2102 on the accessibility of the websites and mobile applications of public sector bodies.

This accessibility statement applies to the website: https://www.hubruxelles.be/en

2. Compliance status

The website is partially compliant with European standard EN 301 549 due to the non-compliances listed hereunder.

3. Non-accessible content

The problems identified at the time of automatic audits are the following:

3.1 Non-compliances – Colour contrast (WCAG 1.4.3)

A number of text elements present an insufficient colour contrast in regard to the minimum requirements: 

  • “Find out more” link
  • Instagram link  
  • News dates

3.2 Non-compliances – Accessible names and labels (WCAG 4.1.2)

Several interactive elements do not have a name that is accessible for assistance technologies:

  • Mobile menu button (nav--menu-toggle)
  • Anchor #main-content without href or text
  • a.overlink links: links with valid href but without text content or aria-label — 5 occurrences identified by Lighthouse
  • Links <a>Find out more<a> without href, id or name attribute – 3 occurrences

3.3 Non-compliances – Parsing / Duplicate identifiers (WCAG 4.1.1)

Several id attributes are duplicated on the page. This can disrupt the assistance technologies: 

  • id="block-nav-button-rdv" — duplicate value
  • id="myUniqueid” — duplicate value

3.4 Non-compliances – Title structure (WCAG 1.3.1)

The title hierarchy is not incorporated logically in certain page sections:  

  • Two h4 elements (“Our care services” and “The Competence Centre”) appear without preceding h2/h3, creating a level skip  

3.5 Non-compliances – Reflow (WCAG 1.4.10)

Certain fixed content or stickies can cause a two dimensional flow when the page is zoomed to 400%:

  • Klaro button  
  • Header sticky  
  • Two video/research overlays (reveal-overlay) – items 26 and 27 BOSA

3.6 Page language (WCAG 3.1.1)

  • The language attribute is absent from the <html> element, this preventing screen readers from correctly identifying the page language.   

3.7 – Missing page title (WCAG 2.4.2)

  • The page contains no <title> element in the <head>, this denying users of screen readers and search engines a title identifying the page 

4. Drawing up of statement

This statement was drawn up on the basis of an automatic evaluation effected on 14 April 2026, with the assistance of the following tools:  

  • Google Lighthouse 13.0.2 (emulation desktop, Chromium 146.0.0.0) – Accessibility score: 95/100
  • HTML_CodeSniffer – Standard WCAG2AA – 15 errors, 14 alerts

This audit constitutes a simplified analysis. It only covers a subset of the EN 301 549 standard criteria and does not provide a basis for declaring the site fully compliant. Only an in-depth audit carried out by an accessibility expert would permit this level of compliance.

6. Proposed alternatives

We undertake to provide you with information in an accessible format and within a reasonable time.  

The content in question that does not yet comply is:

  • Buttons and links without an accessible name  
  • Sections with incorrect title hierarchy

7. Improvement plan

The non-compliances identified at the time of the audit of 14 April 2026 shall be subject to progressive corrections. The improvements foreseen concern in particular:

  • The correction of insufficient contrast ratios on  dates and links
  • The addition of accessible names (aria-label) on buttons and links without perceptible text
  • The deletion of duplicate id attributes in the source code
  • The correction of the title hierarchy
  • The review of fixed content to avoid a two dimensional flow when making a major zoom.  
  • Correction of language attribute and addition of page title

These corrections will be implemented at the time of upcoming site developments.  2
